Dear colleagues,

This sixth newsletter contains only two announcements. First, the winner of the EPIAM research competition, and second, the search for a new EPIAM project director.

Research team from Nepal wins EPIAM Research Competition

Among many highly qualified submissions to the EPIAM research competition (announced in the last EPIAM newsletter), the Institute for Policy Research and Development (IPRAD) in Nepal has been selected as the winner and will be awarded US$7,5000 for carrying out the proposed research.

Following a three-pronged approach, the proposal suggests to first provide a brief review of overall macroeconomic performance and poverty situation from 1983 to 2003. Second, a detailed review of macroeconomic policy changes, taking into account the initial conditions and driving forces of change, both internal and external, will be carried out. Third, an ex-ante poverty impact assessment of macroeconomic polices has been suggested.

We are looking forward to see the outcome of this research and congratulate IPRAD for winning this EPIAM research competition.

New EPIAM Project Director Needed

Would you be interested to lead our work on Exante Poverty Impact Assessment of Macroeconomic Policies (EPIAM)? This is a wonderful opportunity and might turn out the best experience for you (as it did for me). Unfortunately, I need to give up my EPIAM work as I am going to join the African Development Bank in Tunis as Senior Research Economist (starting in mid-September 2004). I will still be able to finish the tasks I have started (publication of October 2003 EPIAM workshop, EPIAM case studies, and EPIAM research competition).

Given that most of this work is likely to be on a voluntary (unpaid) basis, you are likely to have considerable freedom into which direction you want to take the EPIAM project (currently concentrating on lacks of tools, lacks in participation, and lacks in capacity), as long as you can convince the other New Rules members. For example, you

could concentrate more on participation and/or gender issues, or you could concentrate on one specific macroeconomic policy (e.g. trade). It would not even be necessary for you to be located in Washington, DC. A researcher from a developing country may have an advantage to get the position, as long as she/he has a reliable communication system (can be reached by EM, etc.).

Please let me and/or Jo Marie Griesgraber (Chair of the New Rules for Global Finance Coalition) know if you are interested, or if you know somebody who might be interested. Though we are likely to wait at least until end of July before making a decision, any indication of your interest would be welcome. While New Rules does currently not have the financial resources to offer formal payment for this position, the Coalition is usually able to find some resources to finance future EPIAM activities, whereby a closer alignment to financial issues, including the Financing for Development (FfD) process, would be welcome.
